01.38 – CRTA will announce the projection of the election results on Monday at 13.00h
We will announce the projection of the election results at the Belgrade elections on Monday, December 18 at 13:00, along with the overall assessment of the election day.
Problems that marked the election day on December 17 were particularly serious in Belgrade, primarily caused by the intent to influence citizens’ electoral will. Due to these circumstances, we believe that numbers attributed to the election results in Belgrade need to be interpreted in the context of the intensive irregularities that were recorded at polling stations, and on the territory in-between, from Arena to Zmaj and further.
00.40- ELECTORAL LIST “SERBIA MUST NOT STOP” 46,7 PERCENT AT PARLIAMENTARY ELECTIONS, “SERBIA AGAINST VIOLENCE” 23,1 PERCENT
On the basis of 95 percent of the processed sample, voter turnout in parliamentary elections amounted to 59,1 percent (margin of error 0.9 percent).

20.37 A total of 55,5 percent of citizens voted in the presidential elections by 19:00
A total of 55,5 percent of citizens voted in the presidential elections by 19:00 (margin of error 0.9 percent). In comparison, voter turnout by 19:00 at the 2022 parliamentary elections amounted to 55,1 percent.
20.35 A total of 54,8 percent of citizens voted in the presidential elections on the territory of Belgrade by 19:00
Voter turnout at parliamentary elections on the territory of Belgrade by 19:00 amounts to 54,8 percent (margin of error 0.4 percent), which is higher than in 2022 when the turnout by 19:00 was 52,2 percent.
20.31 New complaints to the police on account of electoral corruption
From the last reporting at 16:00 CRTA’s election observation mission submitted additional two complaints to the police on account of electoral corruption, totaling this number to seven complaints. These complaints refer to cases recorded in Novi Beograd, Cukarica, Odzaci, Vrsac, Mali Idjos, and the last cases recorded in front two polling stations in Titel.
20.30 The increase of the number of cases regarding already filled-in ballots
In the afternoon and evening hours the trend of significant increase of the number of cases regarding already filled-in ballots and unauthorized presence of third persons at polling stations became clear, especially in Belgrade. In addition, the number of cases where someone signed the Voters’ List on behalf of another voter tripled in Belgrade since the last reporting at 16:00. Very high number of recorded electoral breaches worries, including cases of evidenting voters in parallel voters’ lists, both inside and outside of polling stations, organized transfer of voters to polls, suspicious circling of vehicles around polling stations…
20.27 The number of submissions in response to voting rights breaches increases
The number of citizens who reported numerous breaches of their voting rights to CRTA is higher than in any other elections that CRTA observed – they were not found in the Voters’ Lists on polling stations they have been voting at for decades, they were not allowed to vote at home despite being timely registered and having the right to vote at home, someone had already voted on their behalf etc.
16.57 A total of 42,1 percent of voters voted in parliamentary elections by 16:00
A total of 42,1 percent of voters registered in the Voters’ List voted in parliamentary elections by 16:00 in Serbia (margin of error 0.8 percent), and 41,4 percent in Belgrade (margin of error 0.4 percent). In comparison, voter turnout by 16:00 in the 2022 parliamentary elections was 42,1 percent in Serbia and 38 percent in Belgrade.
16.55 The large number of cases of organized transfer of voters
Concentration of buses, pick-up vans and cars was observed on several spots in Belgrade, transferring voters to polling stations across the city to vote. According to received reports from the CRTA’s observers, Novi Beograd represents the “place of gathering” for voters from Bosnia and Herzegovina (mainly from Republika Srpska), while many pick-up vans, bringing voters from Kosovo and Metohija, were observed at the territory of Palilula municipality.
16.51 Number of submissions regarding electoral corruption enlarges
The CRTA election observation mission reported the case observed in Mali Idjos and Vrsac, where an organized group of voters was brought to the polling station and given the money after leaving the poll. This is the fifth CRTA’s complaint submitted in response to criminal acts in elections which were observed during the day.
16.50 CRTA’s observers noted: Unauthorized presence of third persons at the polling station
Unauthorized presence of third persons at the polling station was recorded on 2 percent of polls in Serbia and 3 percent of polling stations in Belgrade. Cases of evidenting voters in parallel lists of voters were observed at 6 percent of polling stations in Belgrade and 4 percent of polls in Serbia, while cases of breaches of secrecy of voting were identified at 3 percent of polls in Belgrade and 4 percent of polling stations in Serbia.
16.47 Disabling CRTA’s observers to monitor the voting process continues
After 17 cases of restricting observers to monitor the preparation of polling stations for opening and the process of opening of polls this morning, on two polling stations in Zabalj observers were restricted from monitoring, while one observer was threatened and intimidated by the unidentified person who was not a member of the polling board.
13.39 Turnout in Belgrade higher than in the 2022 elections
Voter turnout at parliamentary elections on the territory of Belgrade by 13:00 amounts to 26,1 percent (margin of error 0.3 percent), which is higher than in 2022 when the turnout in Belgrade was 23,3 percent in this period.
13.38 A total of 26,6 percent of voters voted in parliamentary elections by 13:00
A total of 26,6 percent of citizens voted in parliamentary elections by 13:00 (margin of error 0.6 percent). In comparison, voter turnout by 13:00 at the 2022 parliamentary elections was 26,7 percent.
12.12 CRTA observers attacked in the yard of the police station in Odzaci
The team of CRTA observers was attacked in Odzaci, after recording the case of electoral corruption, where dozens of ballots from the poll were brought to the political party offices, located across the polling station. As the CRTA mobile team of observers headed out to the police station to report this incident, they noticed to be followed by a vehicle. In the yard of the police station, unidentified persons left the vehicle and demolished the car of CRTA observers with bats. Attacked observers are currently in the police station giving a statement about the incident.
Along with developments in Odzaci, the potential case of electoral corruption was recorded in Rusanj, in Cukarica municipality, and in Novi Beograd, where groups of voters were brough to polling stations, and handed envelopes after leaving polls, raising doubts in the occurrence of vote buying.
Members of the permanent composition of polling boards were not present at the opening of polls on significant number of polling stations in Serbia (19 percent) and in almost a quarter of polls in Belgrade (23 percent).
11.36 – A TOTAL OF 9,8 PERCENT OF VOTERS VOTED IN PARLIAMENTARY ELECTIONS BY 10:00
A total of 9,8 percent of citizens voted in parliamentary elections by 10:00 (margin of error 0.4 percent). In comparison, voter turnout by 10:00 at the 2022 parliamentary elections was 10 percent. Voter turnout at parliamentary elections on the territory of Belgrade by 10:00 amounts to 9,6 percent (margin of error 0.1 percent), which is higher than in 2022 when the turnout in Belgrade was 8,4 percent in this period.
A total of 6.500.666 citizens registered in the Voters’ List have the right to vote in republic elections, and 1.613.369 voters in Belgrade.
